A major trade deal between the EU and Mercosur is facing a critical juncture, with France leading the charge to delay the vote. This controversial move has thrown the entire process into uncertainty, leaving many wondering if the deal will ever see the light of day.
The EU-Mercosur Trade Deal: A Rocky Road to Ratification
The European Commission had set its sights on a swift approval of the trade deal, aiming for a weighted majority vote from EU member states within days. However, France, a key player in this negotiation, has thrown a wrench into the works.
French Prime Minister Sébastien Lecornu stated that the proposed safeguards by the Commission were "still incomplete," leaving French farmers vulnerable. His office emphasized the need for concrete, actionable measures, not just announcements, before France could give its final approval. This stance has pushed the vote back, giving more time to secure legitimate protections for European agriculture.
Helen McEntee, the Minister for Foreign Affairs and Trade, echoed these concerns, stating, "We've been very clear on our concerns about Mercosur, especially for our beef farmers." She added that the situation was still being assessed, and no vote date was set, leaving the timing of the vote uncertain, even after Christmas.
The question remains: Is there enough support among EU member states for a Qualified Majority Vote (QMV) in favor of ratifying the Mercosur trade deal? McEntee expressed uncertainty, noting that the necessary majority through QMV was not yet clear. Under these rules, at least four member states representing 35% of the EU's population could create a blocking minority.
While Ireland, Poland, Hungary, and Austria remain opposed, the deal's fate hinges on Italy and France. If both countries oppose it, the trade deal would likely fall apart.
A Battle for Agricultural Protection
The EU-Mercosur trade deal aims to create the world's largest free-trade area, but it has faced strong opposition from farmers across Europe, including in France and Poland. These farmers fear the negative impact on their agricultural sector, prompting France to demand robust safeguard clauses, tighter import controls, and stricter standards for Mercosur producers.
Despite these efforts, France still faces an uphill battle. The treaty only requires support from a weighted majority of EU countries to pass, and the clock is ticking. One diplomat, speaking anonymously, stated, "There will be no vote in 2026. It's before December 20 or the deal is dead. And the French know it very well."
Adding to the complexity, the European Parliament is set to vote on "safeguard" measures tomorrow, aiming to reassure farmers and placate France. While EU states have already approved the safeguard clause, lawmakers may strengthen it further, potentially impacting the deal's prospects.
In an attempt to address French concerns, the commission announced tighter checks on farm imports to ensure they meet EU standards. They also pledged to update rules on pesticide residues to prevent banned substances from entering via imports.
Even if the deal is signed in time, the battle isn't over. The European Parliament must still give its final approval, likely in early 2026, and a close vote is expected, with national interests at the forefront.
The fate of this trade deal hangs in the balance, and the world watches with anticipation to see if it will cross the finish line or be left in the dust.
